Through this Asian Development Bank-funded project, Cowater reviewed and provided comments and recommendations on twelve audit manuals which were drafted by Bhutan’s Royal Audit Authority in 2006. Through this, Cowater conducted a needs assessment for relevant institutions and District Administrations; developed and applied appropriate governance and service delivery tools; and provided capacity building in the institutions. The project supported the initiatives of the Government of Bhutan in ensuring good governance and anti-corruption at the central and local levels as reflected in better management of resources at the district level, as well as improved frontline service delivery and reduced corruption in the public sector.
