DFID’s single largest revenue reform program to be implemented by Cowater News

(Addis Ababa) – Cowater is pleased to announce it has been awarded the contract for the Ethiopia Tax Systems Transformation Programme (TSTP) funded by the UK’s Department for International Development (DFID). This £28 million programme supporting Ethiopia’s domestic revenue transformation will be implemented over a five-year period (2019-2024). The programme aims to increase revenue collection through the creation of an equitable and business-friendly tax environment in Ethiopia, and improved voluntary taxpayer compliance.

Dr Samantha Torrance, TSTP Programme Director, commented that “the Government of Ethiopia (GoE) has overseen impressive economic growth and poverty reduction over the last ten years. However, current GoE domestic revenue collection is approximately 10.5% of GDP; to support Ethiopia’s sustainable achievement of lower-middle income status by 2025, the GoE aims to raise domestic revenue to 17.2% of GDP.  TSTP looks forward to working closely with the Ministry of Revenue, the Ministry of Finance and Economic Planning (Tax Policy Directorate), and the Customs Commission, to support the GoE in achieving this ambitious objective by providing technical assistance through an accelerated delivery programme.”

TSTP will also support the ongoing operations of the Tax Transformation Office (TTO) located within the Ministry of Revenue, building on existing investments made by the UK and Ethiopian governments. This will also involve collaboration with the Prime Minister’s Policy Performance Unit.

Cowater International will implement TSTP in partnership with Ecorys UK Ltd, Delivery Associates and IMC Worldwide.
