October 2017: CowaterSogema Welcomes New Executive Vice President – Dr Samantha Torrence
CowaterSogema is pleased to welcome Dr. Samantha Torrence to the position of Executive Vice President, Public Financial Management and Accountability. As a member of CowaterSogema’s executive management team, Dr. Torrance brings more than 10 years of experience advising developing country governments on all aspects of public financial management in sub-Saharan Africa and the Pacific. As Executive Vice President, she will lead the company’s Public Financial Management and Accountability practice and will manage project activities from Ottawa and Montreal. Prior to joining Cowater, Samantha was Head of Public Financial Management at Adam Smith International; directing a substantial portfolio of projects most notably in East Africa and Somalia. Samantha provides senior management support and supervision to headquarters personnel, field team leaders and project managers in all aspects of public financial management and accountability.
